As critical infrastructure systems consider whether and how to adapt and build resilience to climate variability and change, more research is needed to holistically explore the dynamics of resilience-building changes over time. We begin to fill this gap with a case study of the Rhode Island public wastewater sector. The Rhode Island Department of Environmental Management has invested significant funding, technical assistance, capacity building, and regulatory pressure to help publicly owned wastewater systems build resilience to climate challenges since 2010. To trace, assess, and understand the dynamics of resilience-building efforts over time, we interviewed wastewater utility and municipal personnel using event history calendars (EHCs). EHCs helped respondents recall details of relevant events, including potentially disruptive storms/incidents, and how they responded, including large- and small-scale adaptations, during the study period (2010–2023). We used EHCs to trace resilience and transformation capacities over time, and to analyze and predict movement toward transformational adaptation. We found that factors that best enable movement from incremental to transformational changes include unlocking capacity, or the organizational cultural value of in-depth learning/change, and a suite of contextual supports – new information, forward-looking collaborators, and stable funding sources – which require buy-in across levels of governance. We also found that, with organizational culture considered, experiencing disruption is not predictive of pursuing transformative adaptation. This suggests decision-making strategies for states, local jurisdictions, and utility managers to support climate adaptation and resilience in critical infrastructure, such as eliminating path-dependencies and silos, lowering thresholds for action, and leveraging networks to support moving toward transformation.more » « lessFree, publicly-accessible full text available April 1, 2026

Abstract This paper investigates toxic algal blooms (TABs) and their management as an example of a complex emerging contaminant (EC) problem through the lens of interconnected social, technical, ecological systems (SETS). We use mixed methods including analysis of a national survey of public drinking water systems and interviews with drinking water managers and state regulators. For the first time, we extend SETS to the drinking water context to advance a holistic understanding of the complexity of TABs as a problem for drinking water systems and identify specific intervention points to ease TABs management difficulty. We find that management challenges arise at the intersection of SET domains, and often coincide with circumstances where water managers and existing technologies are pushed outside of their traditional operating spheres or when new technologies are introduced creating cascading SET challenges. ECs that do not behave like traditional contaminants and pollutants require adapting social and technical systems to be responsive to these differences. Understanding how management difficulties arise within SET domains and their intersections will help drinking water managers and state regulators mitigate management difficulties in the future. Herrera, Manuel (Ed.)Drinking water services in the U.S. are critical for public health and economic development but face technical, political, and administrative challenges. Understanding the root cause of these challenges and how to overcome them is hindered by the lack of integrative, comprehensive data about drinking water systems and the communities they serve. The Municipal Drinking Water Database (MDWD) combines financial, institutional, demographic, and environmental conditions of U.S. municipalities and their community water systems (CWS). Municipally owned and operated CWS are ubiquitous and play a critical role in ensuring safe, affordable drinking water services for most Americans; they also offer important opportunities for understanding municipal government behavior and decision making. The MDWD is publicly available and will enable researchers and practitioners interested in viewing or tracking drinking water spending, the financial condition of municipal governments, or myriad demographic, political, institutional, and physical characteristics of municipal drinking water systems to access the data quickly and easily. This paper describes the database and its creation, details examples of how the data can be used and discusses illustrative analyses of trends and insights that can be gleaned from the database. Building and sharing more integrated datasets provides new opportunities for asking novel questions about the drivers and consequences of local decision making about drinking water.more » « less

Abstract Combined sewer overflows (CSOs) occur when untreated raw sewage mixed with rainwater, runoff, or snowmelt is released during or after a storm in any community with a combined sewer system (CSS). Climate change makes CSOs worse in many locales; as the frequency and severity of wet weather events increases, so do the frequency and volume of CSO events. CSOs pose risks to humans and the environment, and as such, CSS communities are under regulatory pressure to reduce CSOs. Yet, CSS communities lack the tools needed, such as performance indicators, to assess CSS performance. Using the city of Cumberland, Maryland as a case study, we use public data on CSOs and precipitation over a span of 16 years to identify a new critical rainfall intensity threshold that triggers likely CSO incidence, and a multiple linear regression model to predict CSO volume using rainfall event characteristics. Together, this indicator and modeling approach can help CSS communities assess the performance of their CSS over time, especially to evaluate the effectiveness of efforts to reduce CSOs.more » « less

Abstract Participatory approaches to science and decision making, including stakeholder engagement, are increasingly common for managing complex socio-ecological challenges in working landscapes. However, critical questions about stakeholder engagement in this space remain. These include normative, political, and ethical questions concerning who participates, who benefits and loses, what good can be accomplished, and for what, whom, and by who. First, opportunities for addressing justice, equity, diversity, and inclusion interests through engagement, while implied in key conceptual frameworks, remain underexplored in scholarly work and collaborative practice alike. A second line of inquiry relates to research–practice gaps. While both the practice of doing engagement work and scholarly research on the efficacy of engagement is on the rise, there is little concerted interplay among ‘on-the-ground’ practitioners and scholarly researchers. This means scientific research often misses or ignores insight grounded in practical and experiential knowledge, while practitioners are disconnected from potentially useful scientific research on stakeholder engagement. A third set of questions concerns gaps in empirical understanding of the efficacy of engagement processes and includes inquiry into how different engagement contexts and process features affect a range of behavioral, cognitive, and decision-making outcomes. Because of these gaps, a cohesive and actionable research agenda for stakeholder engagement research and practice in working landscapes remains elusive. In this review article, we present a co-produced research agenda for stakeholder engagement in working landscapes. The co-production process involved professionally facilitated and iterative dialogue among a diverse and international group of over 160 scholars and practitioners through a yearlong virtual workshop series. The resulting research agenda is organized under six cross-cutting themes: (1) Justice, Equity, Diversity, and Inclusion; (2) Ethics; (3) Research and Practice; (4) Context; (5) Process; and (6) Outcomes and Measurement. This research agenda identifies critical research needs and opportunities relevant for researchers, practitioners, and policymakers alike. We argue that addressing these research opportunities is necessary to advance knowledge and practice of stakeholder engagement and to support more just and effective engagement processes in working landscapes.more » « less
